Release controls
- Classify material by evidence maturity, rights, confidentiality and personal data.
- Create a separate minimum-necessary publication-safe extract.
- Have an authorised human check identifiers, metadata, links and potentially identifying combinations.
- Validate a deny-by-default manifest and immutable release provenance before publication.
- Log reviewer decisions and reasons in the private governance record, not in public code.
