SCC Nexus Research Governance

Governance objective

The governance system exists to protect scientific integrity, public trust and reproducibility. It separates technical validity, evidential sufficiency and publication approval.

Roles

A single person may hold more than one role in a small project, but the decisions should remain logically distinct.

  • Research owner — defines scope and intended use.
  • Data steward — maintains source identity, licensing and lineage.
  • Analyst — performs transformations and analysis.
  • Validator — checks reproducibility, data quality and methodological compliance.
  • Publisher — confirms that the public output meets release requirements.

For higher-risk outputs, independent review should be sought where feasible.

Release gate

Before a substantive research output is published, confirm:

  1. Research question and scope are explicit.
  2. Sources are identifiable and appropriate.
  3. Methods and inclusion/exclusion logic are documented.
  4. Derived calculations are reproducible.
  5. Data-quality and integrity checks have passed.
  6. Claims are calibrated to evidence strength.
  7. Limitations and uncertainty are visible.
  8. Conflicts or material interests are disclosed.
  9. Version, date and provenance are recorded.
  10. Any required human review is recorded.

High-risk claims

Claims concerning health, safety, legal status, financial decisions, allegations of wrongdoing, or material public policy require heightened source quality and review. The system should fail closed when adequate evidence or review is absent.

Retractions and corrections

Retractions, expressions of concern and material corrections in source literature should propagate into affected outputs. Corrections to SCC Nexus material should identify what changed, why, when and which downstream conclusions were affected.

Security and privacy

Do not publish secrets, credentials, personal data without a lawful and justified basis, or restricted source material. Research reproducibility does not override privacy, contractual or security obligations.

Editorial independence

Research findings should not be altered to produce a preferred commercial, political or advocacy conclusion. Where interpretation is contested, the evidence and material competing interpretations should be represented fairly.
